School Uniform 
It is the policy of the school that pupils are strongly encouraged to wear a uniform. Parents are requested to provide their children with the school uniform and ensure that it is worn to school each day. School uniform is available from Paul’s in Moygashel.

For health and safety reasons, children should not wear jewellery.

The Board of Governors meet regularly to consider all matters pertaining to the management of the school. 
 
It is constituted every four years and consists of nine voting members and the school principal. 
Admission 
The Governors would wish to admit all applicants of compulsory school age, however, the Department of Education has, under the policy of Open Enrolment, allocated an admission number for this school as set out above. 
 
The Board of Governors is conscious of its responsibility to meet the legal requirements placed upon it by the Education Reform (Northern Ireland) Order 1989 in relation to the curriculum. It has therefore been decided that only children of compulsory school age will be admitted. If the school’s admission and enrolment numbers have not been reached the school will admit all children of compulsory school age whose parents wish them to attend. Any child who reached his/her fourth birthday on or before 1st July 2011 is of compulsory school age and must receive education from September 2011. 
Admission Criteria 
Full responsibility rests with Parents/Guardian to provide sufficient details at the time of application on the form provided or attached to it, to enable the Board of Governors to reach a decision. 
 
The Board of Governors will apply the following criteria to identify which children should be admitted. In selecting children for admission children in Northern Ireland at the time of their proposed admission to the school will be selected for admission to the school before any child not so resident. 
 
1. Children who will have brothers or sisters in attendance during the 2011/2012 school year. 
 
2. Children whose brothers and sisters previously attended the school. 
 
3. Children for whom the school is the controlled primary school nearest to their home. Home in this instance should be understood to be the ordinary residence of the child in the custody or care of his/her parents or legal guardian appointed by the Court or Health and Social Services. 
 
4. Children of full-time employees of the Howard Primary School. 
 
5. Children with special circumstances (social, medical or security). The special circumstances must be made known at the time of application, preferably in writing, The Board of Governors reserves the right to seek confirmation of the special circumstances from a statutory body. Admittance will be dependent on the school’s ability to meet the child’s needs.

6. If there are within any Criterion more applicants than places, the following sub-criteria will be applied in the order indicated:- 
 
a) Father or Mother or both previously attended the Howard Primary School, Dungannon; full responsibility rests with parents/guardian to provide sufficient details at the time on the Application Form; 
 
b) Special Circumstances (social, medical or security). The special circumstances must be made known at the time of application, in writing. The Board of Governors reserves the right to seek confirmation of the special circumstances from a statutory body; 
 
c) Proximity of the child’s home to the Howard Primary School Dungannon, priority being given to those living nearest to the school. 
 
In the event of Howard Primary School being over-subscribed, verification of information given to the school may be sought prior to admission. Inaccurate or misleading information provided on or attached to an application may prejudice the offer of a place and may lead to the withdrawal of any place awarded to an application who has thereby gained an improper advantage 
 
Arrangements for Admission 
 
During the summer term 2011 children to be admitted to P1 in September will be invited to come to the school with their parents to meet the teacher and to be provided with additional information.

The Board of Governors will apply the following criteria to identify children who may be admitted to the school from P2-P7. In selecting children for admission, children resident in Northern Ireland at the time of their proposed admission to the school will be selected for admission to the school before any child not resident.

Proximity of the child’s home to the Howard Primary School Dungannon priority being given to those living nearest to the school. (This criterion will also be used as a deciding factor in the event of over-subscription within any of the above criteria).
